Decarbonizing the Vietnamese transport sector is crucial to reaching the climate target of net zero emissions by 2050. To this end, we are providing technical support and advice to the Ministry of Transport (MOT).

In a final report, we will list comments, suggestions, and recommendations on greenhouse gas mitigation measures and greenhouse gas mitigation scenarios for the transportation sector.

Also, we are conducting advanced training on the energy system model TIMES-Vietnam for experts of the Ministry. Throughout the project, we are supporting stakeholder engagement and output dissemination.

Scope

In 2021, the government of Viet Nam pledged to reach the climate target of net zero emissions by 2050. Since then, the authorities have worked on developing policies and strategies as well as measures and pathways towards this end. Correspondingly, the project is focusing on decarbonizing the transportation sector.

The objective is to support the Ministry of Transport in Vietnam (MOT) in developing the legal framework to promote low carbon development in the sector. Subsequently, the sector will be enabled to implement the Nationally Determined Contribution (NDC) of Viet Nam.

In most cases, our services are delivered in close cooperation with the national consultants, in others they are delivered fully by our project team.

Models and methodologies

We are reviewing existing policy and technology-related mechanisms and measures to reach the target of net zero emissions in the transport sector. We are also developing a cost-benefit analysis of the scenarios. The results of these endeavors will constitute the backbone of the final report.

To enhance the capacities of the national consultants and experts, we are conducting training on the integrated energy system model TIMES-Vietnam. The model is the key tool for energy planning in Viet Nam. Correspondingly, it has been instrumental in fostering the Long-Term Energy Strategy of Viet Nam.

For several years, the TIMES-Vietnam model has been developed, continuously updated, and expanded in collaboration with Danish and international experts. The TIMES model is internationally recognized and developed under The Energy Technology Systems Analysis Program (ETSAP). ETSAP is a Technology Collaboration Programme of the International Energy Agency (IEA).
